Eligibility and pre-qualification requirements:

| Eligible firms | Firms/contractors enlisted with MES in categories 'A' & 'B' or other government departments with relevant experience may apply. |
| Mandatory documents | Company profile; description of similar works in hand and completed during last five years with sponsoring agency name, costs and performance reports; list of personnel including engineers with valid PEC numbers; details of tools, plant & machinery; bank statements for last two years; NTN, FBR, PEC and MES registration certificates. |
| PEC registration | Firms must be registered with the Pakistan Engineering Council. Firms whose PEC registration renewal is due by 30 June 2027 will not be considered for issuance of tender documents. |
| Bid security | Pre-qualified firms must deposit bid security equal to 2% of the quoted bid amount in favour of DW&CE (Navy) Islamabad with tender documents (Clause-25 of PPRA Procurement Code, 4th Edition). Bid security of unsuccessful bidders is refundable. |
Submission and evaluation:
Tenders must be submitted to HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. Bids will be received until 1130 hrs on 2026-09-07 and will be opened at 1200 hrs on the same day. Received bids will be evaluated in accordance with the bid evaluation criteria formulated by HQ DW&CE (Navy); the lowest evaluated responsive bid will be identified and accepted. The Accepting Officer reserves the right to reject any or all applications in accordance with Para-33 of PPRA Rules-2004. Incomplete applications will not be entertained.
