Purpose: Invitation for Expression of Interest (EOI) from reputable international consulting firms, or international firms in association with national firms, to provide unified Project Management and Construction Supervision Consultant (PMCSC) services for the Upgradation of Pakistan Railways Main Line‑1 Karachi–Rohri section (approx. 480 km). The services will support overall project implementation and provide centralized oversight across multiple civil/track works and signaling & telecommunications packages. Civil works will follow FIDIC Red Book (2017); Signaling & Telecommunications works will follow FIDIC Yellow Book.

Eligibility & Selection: Firms must demonstrate relevant experience in ADB‑financed projects, FIDIC contract administration, and delivery of large/complex railway or comparable transport infrastructure projects. Shortlisting and selection details and technical evaluation criteria are provided in the Terms of Reference.
Submission: EOIs must be submitted online via ADB's Consultant Management System (CMS) using the CMS template. Firms must be registered with CMS before submission. The EOI must be submitted not later than 2026‑10‑21 (Manila, Philippines time).
