Pakistan Railways EOI: Project Management & Construction Supervision for ML-1 (Karachi–Rohri Section)

Issuer: Pakistan Railways (Project Implementation Unit, ML-1 Project). Project No.: 60009-001. Financing: Asian Development Bank (ADB). Purpose: Invitation for Expressions of Interest (EOI) from international and national consulting firms (or associations) to provide Project Management and Construction Supervision Consultancy Services (PMCSC) for the upgradation of Main Line‑1 (Karachi–Rohri section, approximately 480 km).

Scope and key facts:

• Services: Unified Project Management and Construction Supervision covering civil/track works, bridges and culverts, stations and yards, signaling and telecommunications, utilities, procurement support, contract administration, quality assurance, environmental and social safeguards, resettlement and claims management, and institutional capacity building.
• Procurement method for consultants: Full Technical Proposal (FTP) under Quality- and Cost-Based Selection (QCBS) 80:20 with an 80:20 quality-cost ratio.
• Contract form and guidance: Civil works packages will follow FIDIC Red Book (2017); signaling and telecommunications packages will follow FIDIC Yellow Book.

Eligibility and evaluation highlights:

• Shortlisted firms must demonstrate relevant experience in large railway construction supervision, multi‑contract civil/railway‑systems interface management, claims and dispute management, and environmental and social safeguards.
• Technical competence, management competence and geographical experience are among evaluation criteria (image indicates marks allocation; technical competence carries highest weight).

• Submit EOI online via ADB’s Consultant Management System (CMS). Firms must register on the CMS and submit the EOI using the online template in CMS.
• Access the online Request for Expression of Interest and CMS at ADB websites / CMS (refer to ADB Consultant Management System).
