Pakistan Navy MES - Pre-Qualification Notice for Civil Works (REF 6900/CC-546,548,378,550 CL-336/E-6)

Issuer: HQ DW&CE (Navy), Pakistan Navy, Sector E-8, Naval Complex, Islamabad. Purpose: Pre-qualification of firms/contractors for issuance of tenders for multiple civil works in Karachi, Mauripur, Makran and Sujawal under PPRA Rules-2004.

Eligible firms: Firms/contractors enlisted with Military Engineer Services (MES) in categories 'A' or 'B', or other government departments with relevant experience of these types of works.

Required submission documents (company profile must include):

• Description of similar works completed and in hand in last five years with sponsoring agency names, costs and performance reports.
• List of enrolled manpower including engineers with valid PEC numbers.
• Details of tools, plant & machinery held.
• Bank statements for the last two years.
• NTN, FBR, PEC and MES registration certificates.

Note: Firms not registered with Pakistan Engineering Council, or those whose registration/renewal is not current by the specified cutoff, will not be considered for issuance of tender documents.

Prequalification process and bid security: Only prequalified firms will be issued tender documents. Prequalified firms must deposit bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad with tender documents (Clause-25 of PPRA Procurement Code, 4th Edition). Bid security is refundable to unsuccessful bidders.

Submission deadline and opening: Tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 11:30 hrs on 2026-09-07. Received tenders will be opened the same day at 12:00 hrs.

Other: Received bids will be evaluated per HQ DW&CE (Navy) evaluation criteria; the Accepting Officer reserves the right to reject any or all applications as per PPRA rules.
