Pakistan Railways EOI: PM & Construction Supervision Consultant for ML‑1 Karachi–Rohri Upgradation (ADB‑funded)

Issuer: Pakistan Railways (Project Implementation Unit, ML‑1 Project). Purpose: Request for Expressions of Interest (EOI) from international and national consulting firms to provide Project Management and Construction Supervision Consultant (PMCSC) services for the Upgradation of Pakistan Railways Main Line‑1 (Karachi–Rohri) approximately 480 km.

Scope: Supervision and project management of civil and track works, bridges and culverts, stations and yards, signaling and telecommunications systems, and related works for the Karachi–Rohri section. Services include construction supervision, quality assurance and control, contract management, procurement support, design review, environmental & social safeguards, health & safety, performance monitoring, defect liability and institutional capacity building.

Eligibility & conditions: Firms may be international consulting firms and/or in association with national firms. Firms must demonstrate experience in ADB‑financed projects, FIDIC contract administration, large/complex railway or transport infrastructure projects, live railway construction supervision, multi‑contract and civil/railway‑systems interface management, claims and dispute management, and environmental & social safeguards.

How to apply: EOIs must be submitted online via ADB’s Consultant Management System (CMS). Firms must be registered in CMS prior to submission.
