Tender: Framework Contracts for Security & Janitorial Services — Higher Education Department Punjab (Lahore)

Purpose: Invitation for electronic bids for framework contracts to provide security services and janitorial (cleaning) services and allied services for the Higher Education Department, Punjab.

Eligibility: Firms/companies/JVs registered with relevant authorities and tax departments (Income Tax, Sales Tax, Punjab Revenue Authority) with a professional tax certificate for fiscal year 2026-27.

Bid Submission: Electronic bids must be submitted via the Punjab e-procurement portal at https://eproc.punjab.gov.pk. Bids should follow PPRA single-stage two-envelope procedure (Rule 38(2)(a) PPRA-2014).

Bid Security: All electronic bids must be accompanied by a scanned bid security equal to 2% of the estimated price (in the name of Section Officer (General), Higher Education Department) in the form of CDR/Demand Draft/Pay Order. The original bid security instrument must be delivered to the Higher Education Department office prior to the bid closing time.

Submission & Opening Schedule: Bid submission deadline: 2026-10-12 at 01:00 PM. Bid opening: 2026-10-12 at 02:00 PM. (If the closing date is an official holiday, the next working day will be treated as the closing date.)

Documents & Download: Complete bidding documents are available on the Punjab e-procurement portal (https://eproc.punjab.gov.pk). Detailed bidding documents may also be downloaded from the Punjab Procurement Regulatory Authority website (http://ppra.punjab.gov.pk) and PPMS (https://ppms.punjab.gov.pk). Bidders must submit original documents within three working days after online submission.

Other: Bidders bear all costs of bid preparation and submission. The department will not be responsible for any expenses incurred. The contract will be awarded to the lowest evaluated bidder as per the bidding documents.
