AJK LG&RDD Invitation to Bid – Operation & Maintenance of Water Filtration Plants (Muzaffarabad, Poonch, Mirpur) 2026

Issuer: Office of the Director General, Local Government & Rural Development Department (LG&RDD), Government of Azad Jammu & Kashmir, Muzaffarabad.

Purpose: Invitation to submit sealed bids under Single Stage–Two Envelope Procedure for the operation & maintenance (O&M) of installed water filtration plants in three AJK divisions for a period of 2 years. Bidders must meet the eligibility and submission requirements listed below.

Key eligibility & submission requirements:

• Bidder must be registered with Pakistan Engineering Council in Category C-4 or above and have specialized code of CE-09 and at least 05 years of work experience.
• Bidders must have experience in handling operation & maintenance of community-based water filtration plants/projects (each project with a minimum value as specified in the bid document).
• Registration with FBR or AJ&K CBR and active Tax Payer List (ATL) status is required.
• Bid documents (including terms, BOQ, O&M details) must be purchased on payment of a non-refundable fee of Rs. 5,000 from the Director General LG&RDD office during office hours (purchase period listed in the bid document).
• Pre-bid meeting: 2026-09-28 at 10:00 hrs in Committee Room, Kashmir House, Sector F-5/2, Islamabad.
• Bids to be submitted in two sealed envelopes clearly marked “Technical” and “Financial” and addressed as instructed in the bid document. Bid securities must be submitted in the form of CDR or Bank Guarantee from a scheduled bank having branches in AJK in favour of Director General LG&RDD.
• Incomplete, conditional or late bids will be rejected. Government reserves the right to accept or reject any or all bids as per procurement rules.
