PKHA Tender: Construction of Jowkhela–Jowar Road (15 km) — ADP 2026-27

Pakhtunkhwa Highways Authority (PKHA), Peshawar invites bids from eligible firms/contractors under the KPPRA Procurement Rules 2014 on a Single Stage Two Envelopes procedure for the following work. Bidding is through the EPAD e-procurement system. Bidding documents, priced BOQ/engineer’s estimate, ITB and evaluation criteria are available on PKHA website and the EPAD system.

Key instructions and conditions:

- Bids must follow Single Stage Two Envelopes procedure (Technical and Financial). Technical and financial bids must be submitted online through the EPAD system. However, the Bid Security (2% of the estimated cost) must also be submitted in hard form in a sealed envelope clearly marked “Bid Security”.

- The non-refundable Tender Entry Fee and an affidavit stating that “bid security amounting to 2%” has been placed in the financial proposal/bid (without indicating the figure in the financial proposal) must be submitted as per bidding instructions and clearly marked “Tender Entry Fee & Affidavit”.

- Both the hard-copy Bid Security and Tender Entry Fee affidavit envelopes must be delivered to the Office of the Deputy Director (Procurement), PKHA Head Office, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar, on or before the closing date and time.

- Call deposits / bank guarantees issued by scheduled banks in favour of the Managing Director, PKHA shall be acceptable.

- Pre-bid Joint Venture (JV) arrangements are allowed provided the JV meets the required PEC category and submits a signed JV agreement with the Technical Proposal. Evaluation of the JV will follow the share percentage specified in the JV Agreement and must meet minimum qualification requirements per PEC Rule 3.3 for pre-qualification.

- Time allowed for completion will be specified in the commencement letter / letter of award.

- Technical bids will be opened at 12:30 hours on the same day; financial bids will be opened after approval of the Technical Evaluation by the Competent Authority.
