Pakistan Railways Invitation of Sealed Bids — Lease of Commercial Plots & Retail Units (HQ Lahore)

Issuer: Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore. Purpose: Lease of multiple commercial plazas/market, mixed-use commercial, IT park, hospital/healthcare unit, showrooms, food and retail outlets on long-term lease.

Key terms: Lease period 21 years (extendable for a further 21 years); annual rent escalation 8% (compound); mobilization period 02 years from possession. Commitment fee (one-time, non‑refundable) and advance first year annual rent by the successful bidder are payable within 30 days of issuance of Letter of Intent (LOI). Bidding documents available from the Directorate on payment of Rs.1,000/- (non-refundable) per site. Bidders must submit original bidding documents and prescribed bid security as indicated for each site.

Submission & opening: Submission of bids on or before 14:00 hours and bid opening at 14:30 hours on 22.09.2026. Late bids will not be accepted.
