Invitation to Bids — O&M of Installed Water Filtration Plants in AJK (Muzaffarabad, Poonch, Mirpur)

Office of the Director General, Local Government & Rural Development Department, Government of Azad Jammu & Kashmir (AJK) invites sealed bids under Single Stage–Two Envelope Procedure of AJK Public Procurement Rules for operation & maintenance (O&M) of installed water filtration plants in AJK divisions for a period of 02 years. Bidding documents, eligibility criteria, submission and opening schedule are below.

Key Eligibility & Submission Information

- PEC registration in Category C-4 or above with specialization code CE-09 and at least 5 years of relevant experience is required.

- Experience required: operation & maintenance of community-based water filtration plant projects — at least 2 projects, each of value Rs. 20.00 million or above.

- Registration with FBR or AJK CBR and active taxpayer status is mandatory.

- Bidding documents (including terms, drawings, BOQ and O&M details) can be purchased from the Director General LGR&DD office on payment of a non-refundable fee of Rs. 5,000 during office hours (purchase period shown in bid document).

- Pre-bid meeting: 2026-09-28 at 10:00 hrs in Committee Room, Kashmir House Sector F-5/2 Islamabad.

- Site visit of installed plants inside AJK is advised before bid submission.

- Bids must be submitted in two sealed envelopes clearly marked “Technical” and “Financial”.

- Bid security (as listed above) must be submitted in the form of CDR or Bank Guarantee from a scheduled bank having branches in AJK, in favor of Director General LG&RDD AJK, and enclosed with the Technical Bid.

- Incomplete, conditional or late bids will not be entertained. If a public holiday or force majeure occurs on the scheduled dates, submission/opening will be held next working day at the same time.

- Bidders must submit an affidavit certifying they are not blacklisted or in conflict with any government.

- The procuring agency reserves the right to accept or reject any/all bids per applicable AJK PPRA rules.
