Issuer: Finance Department, Government of Balochistan. The Finance Department invites proposals from reputed and qualified HR/recruitment firms to provide end‑to‑end recruitment support for C‑Suite and key executive positions of the proposed Bank of Balochistan, including sourcing, screening, assessment, verification and written recommendations in accordance with applicable regulatory requirements.
| Scope | Identification and sourcing of candidates; longlisting, shortlisting, preliminary assessment; interview support; reference and background checks; assistance in SBP Fit & Proper Test documentation; submission of written recommendations. Final selection/appointment rests with the competent authority. |
| Eligibility / Minimum Requirements | Relevant experience in executive search, banking/financial sector recruitment, HR advisory, talent assessment and background verification for senior management/key executives. Firm must have completed at least 3 assignments of similar nature and complexity, each worth PKR 3 million, in the previous 5 years; and an accumulated turnover of at least PKR 10 million in the three previous years. Must be registered with relevant regulatory/tax authorities (including NTN) and provincial sales tax where applicable, be on the Active Taxpayer List, and not be blacklisted by any procuring agency of Pakistan. |
| Procurement Procedure | Single Stage Two Envelope Bidding Procedure. Financial proposals will be opened only for firms whose technical proposals are declared responsive per RFP evaluation criteria. |
