Pakistan Meteorological Department (Project Implementation Unit - Strengthening Hydromet and Climate Services) invites Expressions of Interest (individual consultant selection) for the Integrated Flood Resilience and Adaptation Project (IFRAP) Component-II. Assignment: Selection of Civil Engineer for hydromet infrastructure works under loan/credit IDA-73330. Reference: PK-PMD-562890-CS-INDV.

- Bachelor's degree in Civil Engineering from an HEC-recognized university (Master's in Civil Engineering, Construction Management, Structural Engineering or related field advantageous). - Registration as a Professional Engineer with Pakistan Engineering Council (PEC). |
- Minimum 10 years of progressively responsible professional experience in civil engineering design, planning, cost estimation, preparation of BOQs, construction supervision, contract administration, and quality assurance of public infrastructure projects. - Experience preparing Engineer's estimates, technical specifications and bidding documents; knowledge of PEC standards, Building Codes of Pakistan, and public procurement rules. - Demonstrated track record in administration, monitoring and enforcement of civil works; experience with Bank-funded or other development partner projects (World Bank, ADB, JICA, UN agencies) is advantageous. - Proficiency in AutoCAD, MS Office and engineering software; strong analytical, communication and report-writing skills. |
Application requirements: Interested consultants must submit a letter of Expression of Interest demonstrating ability, skills and relevant experience, plus a detailed, dated and signed Curriculum Vitae highlighting qualifications and experience on similar assignments and references. Selection will follow the World Bank's "Procurement Regulations for IPF Borrowers" (November 2020) for Individual Consultants. The consultant will be employed on a full-time contract basis and assigned to the PIU, PMD.
