DHA Peshawar Invitation for Bids – Construction of 132 kV AIS Grid Sub‑Station

Defence Housing Authority (DHA) Peshawar invites sealed bids from reputed contractors/firms registered with Pakistan Engineering Council (PEC) for the construction of a 132 kV AIS Grid Sub‑Station at DHA Peshawar. Bidding will follow the Single Stage Two Envelope (SSTE) procedure as per the DHAP Procurement Manual. The technical proposal will be opened and evaluated first and financial bids of only technically responsive bidders will then be opened.

Important submission and eligibility requirements (as stated):

- Bids must be accompanied by the required bid security in the shape of an irrevocable bank guarantee or CDR as specified in the bidding documents issued by DHAP.

- Firms must submit a Financial Proposal and Technical Proposal in separate sealed envelopes (SSTE).

- Documents required with the bid include: firm name and full addresses (head office and branches), telephone/fax, copy of articles/memorandum of association or partnership deed, PEC registration (Category C‑1 or above with updated renewal), enlistment with DHA Peshawar as Contractor in Category C‑1 or above (non‑enlisted firms may pursue enlistment), evidence of similar project experience (magnitude/complexity), valid active FBR registration, and affidavit that the firm is not blacklisted/disqualified by any government or autonomous body.

All proposals must reach the office of the undersigned by the stated deadline. Technical proposals received by the deadline will be opened at the advertised time on the same day; financial proposals of technically responsive bidders will be opened subsequently as per the procedure.
