DHA Peshawar Tender: Infrastructure Development of Residential Sector (Est. Rs. 3.5 billion)

Defence Housing Authority (DHA) Peshawar invites sealed bids from reputed contractors/firms registered with Pakistan Engineering Council (PEC) for infrastructure development of a residential sector in DHA Peshawar for the year 2026. Procurement will follow the Single Stage Two Envelope (SSTE) procedure under the DHAP Procurement Manual.

Important instructions and eligibility:

- Bids must consist of two separate envelopes marked "Financial proposal" and "Technical proposal"; the technical envelope will be evaluated first and financial bids of only technically responsive bidders will be opened.

- Bids must be accompanied by the specified bid security in the form of an irrevocable bank guarantee or CDR issued by a scheduled bank for the amount specified in the bidding documents.

- Firms must be registered with Pakistan Engineering Council (PEC) in category C-B or above with updated renewal and must be enlisted with DHA Peshawar as applicable. Joint ventures/associations require a copy of the JV agreement.

- Firms should demonstrate relevant experience (similar magnitude and complexity), financial standing, and have active registration with FBR. Cases with litigation or arbitration may affect eligibility as per the bidding documents.

- Incomplete or late bids will be rejected. The acceptance/rejection of bids will be governed by the DHAP Procurement Manual.

Application submission: Mark envelope "Technical and Financial Proposal" for Infra Dev of Resdl Sector DHA Peshawar. Deliver to the DHA Peshawar office by 2026-09-23 at 12:00 hrs. Technical proposals will be opened on the same day at 12:30 hrs.
