Tender: Establishment of Technical Laboratory in Balochistan (Estimated PKR 483,800,000)

Issuer: Director General (South), Energy Department, Balochistan.

Separate electronic bids are invited for the execution of the following work for Year 2026 on Composite Schedule Rates 2026 on Percentage Rates. Only electronic bids will be accepted; no physical bids are required. Procurement will follow Balochistan Public Procurement Rules - 2014.

Eligibility & key requirements: presence on Active Taxpayer List; not blacklisted by any procuring agency of Pakistan; active Balochistan Revenue Authority (BRA) registration; Pakistan Engineering Council (PEC) registration C-3 and above (up to PKR 500 million) with relevant codes; minimum turnover of PKR 338,660,000 in three preceding years; completion of at least one assignment of similar nature and at least three government sector projects in last five years involving Solar PV/DC/Hybrid/Off-Grid/On-Grid Solar Systems or Solar Street Lights; valid ISO 9001:2015 and ISO 45001:2018 certifications. Joint ventures must provide JV agreement on stamp paper (duly attested), joint bank account, JV NTN, STRN/GST and BRA details. The bidder must submit a service-level agreement for 24 months from date of completion with all service costs included in contract price.

Bid security must be in the name of the undersigned and issued by a scheduled bank. Bidders must register on the Electronic Public Procurement System of BPPRA.
