CDA E‑Bid: Outsourcing Operations for Gandhara Heritage & Citizens Club F‑9 (Bid Security Rs.2,000,000)

Issuer: Capital Development Authority (CDA). The CDA invites electronic bids (Technical & Financial) on a Single Stage – Two Envelope basis under PPRA Rule 36(b) for outsourcing operations of the Gandhara Heritage and Citizens Club F‑9.

Key instructions and conditions:

- Electronic Bidding Document (RFP) containing requirements, terms and conditions will be made available for registered bidders on the e‑procurement portal (EPDAS/e‑PADS) by 2026-09-07.

- Technical bids must be accompanied by bid security in the form of a Pay Order/CDR in favor of the DDO (CDA). A scanned copy of the bid security must be uploaded on the portal; the original Pay Order/CDR shall be produced at the time of opening of technical bids.

- A pre‑bid meeting will be held on 2026-09-14 at the Office of the Member Environment, CDA, Room No. 30, Block IV, CDA Secretariat, Sector G‑7/4, Islamabad to address queries and clarifications.

- Prospective bidders must submit bids online through the e‑procurement portal as per RFP instructions on or before 2026-09-22 at 12:00 hours. Technical bids will be opened at 12:30 hours on the same day.
