Advertisement details

Issuer: National Electric Power Regulatory Authority (NEPRA).

Purpose: K‑Electric Limited (KE) has submitted a Licensee Proposed Modification (LPM) to its Generation Licence (No. GL/04/2002) requesting NEPRA approval to add indigenous gas as a primary fuel (alongside RLNG) for BQPS‑III and to include SSGC (Southern Gas Company/Gas supplier) as a gas supplier for BQPS‑III.

Summary of KE's stated reasons:

  • BQPS‑III gas turbines are currently commissioned on an RLNG supply system with RLNG (supplied by PLL) as primary fuel and HSD as alternate fuel.
  • Positive discussions with SSGC and the Ministry of Energy (Petroleum Division) indicate availability of indigenous gas that could be supplied to KE, reducing reliance on RLNG.
  • KE states addition of indigenous gas will lower fuel costs, reduce dependency on imported RLNG, improve operational flexibility and is expected to benefit consumers; KE intends to file a tariff modification to pass on any consumer benefits.
  • KE indicates there will be no material adverse change to service quality or its licence obligations; primary impact is expected to be reduced fuel cost.

Public participation and procedure:

  • All stakeholders, interested/affected persons and the general public may inspect the LPM and submit comments/representations to NEPRA.
  • Comments must be submitted within fourteen (14) days from the date of publication of this notice.
