Invitation to Bid — Hiring of Solid Waste Management Services, Municipal Corporation Muzaffarabad

Municipal Corporation Muzaffarabad (Govt. of Azad Jammu & Kashmir) invites sealed bids from eligible, experienced and financially sound private firms/companies/consortium/joint ventures for the hiring of municipal solid waste management services for Muzaffarabad City under the Single Stage-Two Envelope Procedure of the AJK Public Procurement Rules.

Key Eligibility & Submission Requirements

- Bidder must be registered with Pakistan Engineering Council (Category C-1) and/or Securities & Exchange Commission of Pakistan (SECP), with at least 5 years of overall experience.
- Active registration with FBR/AJK CBR and inclusion on the FBR Active Taxpayer List (ATL) is mandatory.
- Relevant experience in municipal solid waste management/sanitation/waste collection and transportation (at least one or two similar contracts executed or in hand) is required.
- Bidders must demonstrate adequate manpower, vehicles, machinery, equipment and financial capacity.
- Bids must be submitted as two separately sealed envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID”. Technical bids will be opened first; financial bids will remain sealed until further processing.
- Blacklisted/debarred firms or firms failing prescribed eligibility criteria will be disqualified.
- Complete bidding documents (scope, technical/eligibility criteria, evaluation, payment mechanism, penalties, contract conditions, financial bid forms) are available from the Municipal Corporation office on payment of the specified fee.

Other Notes

- Incomplete or conditional bids will not be entertained. The procuring agency reserves the right to accept or reject any or all bids in accordance with applicable procurement rules. All taxes applicable under GoAJK will be charged as per prevailing rules. Bid Evaluation Report/Award of Contract will be displayed on the AJK PPRA website (www.ajkppra.gov.pk).
