District Council Sialkot Tenders — Rehabilitation Works (3 Schemes) — Bids Due 2026-10-03

District Council Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the following rehabilitation development works. Contractors must be enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 and meet eligibility requirements in the bidding documents. All submissions must be made electronically via the Punjab e-Procurement System.

Key submission details:

- Submission deadline: 2026-10-03 by 11:00 AM (bids to be submitted electronically only).
- Electronic opening: 2026-10-03 at 1:30 PM in the office of District Council Sialkot (bidders or authorized representatives may attend).
- Bid security: 5% of the estimated cost to be submitted as a Digital Bank Guarantee via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System (physical securities will not be accepted).
- Performance security: Successful bidder to furnish 5% of the contract price via SWIFT MT760 as per Punjab Procurement Rules.
- Bid validity: 60 days from the date of opening.
- Only electronic bids through the Punjab e-Procurement System will be accepted; manual, emailed, couriered, or otherwise improperly submitted bids will be rejected.

The procuring agency reserves the right to accept/reject any or all bids, verify credentials and documents, and increase/decrease scope as allowed under Punjab Procurement Rules, 2014 (as amended). Prevailing Government of Punjab laws, notifications, circulars, and PPR 2014 will apply.
