District Council Vehari Tender — Construction of Carpet Road at Basti Siddique Abad (Garah More) — Bid Closing 2026-10-03

Office of the District Council Vehari invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System. Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and must meet all eligibility requirements in the bidding documents.

Key procurement details and conditions:

- Bidding documents, instructions, eligibility criteria, specifications, BOQ and conditions of contract may be downloaded free of cost from the Punjab e-Procurement System and the PPRA website.

- Bids must be submitted electronically via the Punjab e-Procurement System on or before 2026-10-03 at 13:00 (1:00 PM). Bids will be opened electronically on the same day at 13:30 (1:30 PM) in the office of the District Council Vehari in the presence of bidders or their authorized representatives.

- Bid Security: 5% of the estimated cost to be submitted through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement portal and arrange for its issuance and transmission through SWIFT MT760 in favor of the Chief Officer, District Council Vehari. Physical bid securities (CDR, Pay Order, Demand Draft, etc.) shall not be acceptable unless accompanied by a valid Digital Bank Guarantee.

- Performance Security: The successful bidder shall furnish a Performance Security equal to 5% of the Contract Price through SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014 (as amended), in the form prescribed in the bidding documents.

- Bid validity: Bids shall remain valid for 60 days from the date of opening unless otherwise specified in the bidding documents.

- Financial bids: Bidders shall quote unit rates, item-wise amounts and the grand total in the BOQ. Only bids submitted through the Punjab e-Procurement System shall be considered. Late submissions, incomplete or conditional bids will be rejected as per Punjab Procurement Rules.
