FIA Lahore Tender: Outsourcing of Class-IV Staff (Dispatch Rider, Naib Qasid, Frash, Cook, Chowkidar)

Issuer: Federal Investigation Agency (FIA), Zonal Office Lahore. Tender No. 01/2026-27 dated 2026-09-10 for outsourcing Class-IV staff (Dispatch Rider, Naib Qasid, Frash, Cook, Chowkidar) for FIA Zonal Office Lahore on a least-cost basis under Rule 36(a) of PPRA Rules, 2004.

Key requirements: firms must be registered with provincial/federal government departments and with relevant tax authorities (FBR & PRA) as active taxpayers. Bidders must register and submit bids electronically via EPADS v2.0 (https://vendors.epads.gov.pk / www.eprocure.gov.pk). Manual submissions are not allowed.

Submission & opening: Electronic bids must be submitted via EPADS v2.0 on or before 2026-09-23 at 11:30 AM. Bids will be opened the same day at 12:30 PM in the Conference Room, FIA Zonal Office Lahore through EPADS.

Financial & other conditions: Each bid must include bid security of 2% of the quoted price in the form of Bank Draft/Pay Order in favour of FIA Lahore Zone, Lahore (refundable). The pay order/demand draft must also be submitted in hard copy to the office in a sealed envelope before bid opening. Bidders must quote separate rates for each staff cadre and adhere to the minimum wage rate notified by the Labour & Human Resource Department. All applicable duties, taxes and charges (Income Tax/Withholding Tax, PRA & Sales Tax if applicable) will be deducted as per law. Payments will be made through AGPR, Sub Office, Lahore as per available budget.

Other: The procuring agency reserves the right to accept or reject any/all bids under Rule 33 of PPRA Rules, 2004. Grievance Redressal Committee notification is available on EPADS.
