NAVTTC Invitation to Bid: Engagement of International Certification Bodies for PMYSDP Trainees

Issuer: National Vocational & Technical Training Commission (NAVTTC), Prime Minister's Office, Islamabad.

Purpose: NAVTTC invites sealed bids from eligible international certification bodies for the engagement to provide international certification of PMYSDP (Prime Minister’s Youth Skills Development Program) trainees in high-demand trades. Bidders must demonstrate relevant certification capability and verifiable technical experience. NAVTTC may propose credible international certification solutions for PMYSDP trades not listed if demonstrably relevant.

Procurement & Submission: Single-Stage-Two-Envelope procedure under Principal Method of Procurement (Open Competitive Bidding) using Quality and Cost Based Selection (QCBS) in accordance with Public Procurement Rules, 2004 and NAVTTC regulations. Hard copies of sealed bids (Technical and Financial in separate envelopes) must be submitted to the address below. All bids must be accompanied by a Bid Security of PKR 1,000,000 in the form of a Pay Order in favor of NAVTTC. Bidding documents, terms and conditions are available at www.navttc.gov.pk.

Deadline & Opening: Bids must be submitted on or before 2026-10-05. Bids will be opened the same day, Monday 2026-10-05 at 11:30 AM.
