PSEB Invitation for Bids — Outsourcing, Operation, Management & Commercialization of IT Park Islamabad (IFB A(01)/PSEB/2026-27)

Issuer: Pakistan Software Export Board (Guarantee) Limited (PSEB), Ministry of Information Technology & Telecommunication, Government of Pakistan.

Purpose: Sealed bids are invited on a Single Stage – Two Envelope basis under the Public Procurement Rules, 2004 for outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (A(01)). The IT Park is situated at Park Road, Jinnah Avenue (Kuri Road), Islamabad.

Contract term: Base contract of five (5) years, extendable by up to additional terms (three years, then two years) to a maximum aggregate term of ten (10) years, subject to performance.

Eligibility: Eligible and financially sound firms, joint ventures/consortia, and real-estate/facility management companies, with experience in outsourcing, operation, management, maintenance, and commercialization of similar facilities are invited to submit bids.

Scope of Work (summary):

• Complete outsourcing of day-to-day operation and facility management of the IT Park including building services, security, housekeeping — with the Operator acting as sole and exclusive facility operator subject to PSEB's oversight.
• Leasing, tenant management, and commercialization of office and commercial space (including retail, food court, gym and other approved uses) to IT/ITes and allied businesses.
• Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire/life-safety, elevator, and IT/ELV infrastructure.
• Remuneration mechanism through a Minimum Guaranteed Payment (MGP) to PSEB plus a competitively bid Revenue Share Percentage of Total Gross Facility Revenue, subject to PSEB approval and policy.
• Compliance with applicable building, safety, environmental and labour regulations and performance against Key Performance Indicators (KPIs) under the Service Level Agreement.
