PSEB Invitation for Bids — Outsourcing, Operation, Maintenance & Commercialisation of IT Park Islamabad (IFB A(01)/PSEB/2026-27)

Issuer: Pakistan Software Export Board (Guarantee) Limited (PSEB) under the Ministry of Information Technology & Telecommunication, Government of Pakistan.

Purpose: PSEB invites sealed bids on a Single Stage – Two Envelope basis for the outsourcing, operation, management, maintenance, and commercialization of IT Park Islamabad (Park Road, Jinnah Avenue / Kuri Road) on a base contract of five (5) years, extendable up to a total of ten (10) years subject to performance.

Eligible bidders: financially sound firms, Joint Ventures/Consortia, and real estate/facility management companies qualified for outsourcing, operation, management, maintenance, and commercialization of IT Park facilities.

Key scope highlights:

• Complete outsourcing of day-to-day operation and facility management (building services, security, housekeeping) with the Operator acting as sole/exclusive facility operator under PSEB oversight.
• Leasing, tenant management and commercialization of office and commercial space (including retail, food court, gym, and other approved uses) to IT/ITeS and allied businesses.
• Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire-life-safety, elevator and IT/ELV infrastructure.
• Remuneration via a Minimum Guaranteed Payment (MGP) to PSEB plus a competitively bid revenue share percentage of total gross facility revenue, subject to PSEB approval and policy.
• Compliance with applicable building, safety, environmental and labour regulations and meeting Key Performance Indicators (KPIs) under the Service Level Agreement.
