PSEB Invitation for Bids: Outsourcing, Operation, Maintenance & Commercialization of IT Park Islamabad (IFB A(01)/PSEB/2026-27)

Pakistan Software Export Board (Guarantee) Limited (PSEB), Ministry of Information Technology & Telecommunication, Government of Pakistan invites sealed bids (Single Stage – Two Envelope) under the Public Procurement Rules, 2004 for outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (situated at Park Road, Jinnah Avenue, Kuri Road). The base contract term is five (5) years, extendable by up to two further terms (three years then two years) to a maximum of ten (10) years, subject to performance.

Key scope includes:

• Complete outsourcing of day-to-day operation and facility management (building services, security, housekeeping) with the Operator acting as sole/exclusive facility operator under PSEB oversight.
• Leasing, tenant management and commercialization of office and commercial space (retail, food court, gym and other approved uses) to IT/ITeS and allied businesses.
• Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire-life-safety, elevator and AMT/ELV infrastructure.
• Remuneration model: Minimum Guaranteed Payment (MGP) to PSEB plus competitively bid revenue share percentage of total gross facility revenue, subject to PSEB approval and policy.
• Compliance with applicable building, safety, environmental and labour regulations and achievement of Key Performance Indicators (KPIs) under the Service Level Agreement.
