PSEB Invitation for Bids — Outsourcing, Operation & Commercialization of IT Park Islamabad (A/01) — IFB PSEB/2026-27

Issuer: Pakistan Software Export Board (Guarantee) Limited (PSEB), Ministry of Information Technology & Telecommunication, Government of Pakistan. PSEB invites sealed bids on a Single Stage – Two Envelope basis under the Public Procurement Rules, 2004 for the outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (A/01).

Project overview: The successful bidder will assume complete outsourcing of day-to-day operation and facility management of the IT Park located at Park Road, Jinnah Avenue (Kuri Road), Islamabad. The contract has a base term of five (5) years, extendable by two further terms (three years and two years respectively) up to a maximum of ten (10) years, subject to performance.

Key scope of work includes (summary):

• Complete outsourcing of building services, security, housekeeping and facility management with the Operator acting as sole exclusive facility operator under PSEB oversight.
• Leasing, tenant management and commercialization of office and commercial spaces (including retail, food court, gym and other approved uses) for IT/ITeS and allied businesses.
• Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire/life-safety, elevator and ICT/ELV infrastructure.
• Remuneration structure based on a Minimum Guaranteed Payment (MGP) to PSEB plus a competitively bid Revenue Share Percentage of Total Gross Facility Revenue, subject to PSEB approval and policy.
• Compliance with applicable building, safety, environmental and labour regulations and performance against defined Key Performance Indicators (KPIs) under the Service Level Agreement.

Eligibility: Eligible and financially sound firms, joint ventures/consortia, and real estate/facility management companies capable of outsourcing, operation, management, maintenance and commercialization of IT Park facilities.
