CDA (Parliament House) Tenders for Lift and HVAC Maintenance 2026-27

Issuer: Capital Development Authority (E&M Maintenance Division), Parliament House, Islamabad. Submission and opening will be handled through the E-PADS (V2.0) portal.

Eligible firms: Contractors registered with Pakistan Engineering Council (valid registration with ME-03 & ME-01 codes for 2026-27) and holding a valid Electrical Inspector License (Islamabad) renewed for the current financial year. Firms must be registered vendors on E-PADS (V2.0)/PPRA and submit bids online; manual bids will not be accepted.

Key procurement conditions:

• Online bid submission through E-PADS (V2.0) at http://eprocure.gov.pk before the opening date. Scanned copy of bid security must be uploaded to E-PADS.
• Original Bid Security (Pay Order/CDR generated from firm’s own account in favor of Deputy Director E&M Parliament House) must be submitted to the Office of Deputy Director E&M Parliament House on or before 2026-09-22 at 12:00 Noon.
• Bids must include 3 years of Income Tax Returns; failure to provide these will render the bid non-responsive.
• If total bid is more than 10% below the NIT amount, bidder must submit additional performance security (call deposit) equal to the difference between NIT amount and quoted amount minus 10% of NIT; this is in addition to earnest money and must be submitted with the bid.
• Bids will be opened via E-PADS (V2.0) at 12:00 Noon on the stated opening date in the Office of Director (Coord), Parliament House, CDA; bidders or authorized representatives may attend. Authorized representatives must present attested power of attorney.
• Other conditions: firms should have at least two similar works in the last two financial years; relatives of the tendering authority are not eligible; CDA may reject all bids as per rules. Advertisement available on CDA (www.cda.gov.pk) and PPRA (www.ppra.gov.pk) websites.
