Rawalpindi Cantonment Board – Notice Inviting E‑Bidding for Civil & Public Improvement Works (FY 2026–2027)

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonment Dept.). Purpose: Invitation for e‑bidding (Single Stage – Two Envelope) through EPADS v2.0 for multiple civil works and public improvement projects to be executed during Financial Year 2026–2027.

Submission method & key conditions: Bids must be submitted electronically only via the E‑PADS v2.0 portal. Only firms/contractors registered on E‑PADS v2.0 and meeting eligibility/qualification criteria in the bidding documents will be eligible. Manual submissions will not be entertained. Bid security: 2% of the estimated cost in the shape of Call Deposit Receipt (CDR) issued by a scheduled bank in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board. Separate Technical and Financial proposals to be submitted electronically in prescribed format. The Procuring Agency reserves the right to accept/reject any or all bids as per PPRA rules.

Availability of documents: Bidding documents are available exclusively on the PPRA and E‑PADS v2.0 portals. For registration and submission, use the E‑PADS v2.0 portal. A scanned copy of the CDR must be uploaded with the bid; the original CDR must be submitted before opening of technical bids.

Additional notes: Tender will be processed under the Public Procurement Rules, 2004 through Open Competitive Bidding. Grievance Redressal Committee (GRC) constituted as per Rule‑48 of PPRA. Award of contract subject to approval of Competent Authority.
