Invitation to Bids — Construction of Boundary Wall Phase‑I, University of Okara (PC‑I Project 2026‑2027)

Issuer: Project Director, University of Okara (Prof. Dr. Sajjad Mubin / Vice Chancellor). Purpose: Sealed bids are invited from firms registered with Pakistan Engineering Council (PEC) in Category C‑6 or above for construction works under PSDP New Scheme (SR/II/415) "Development of University of Okara" for the year 2026‑2027.

How to apply and submission:

- Bidding documents are available free of cost and must be downloaded from the Punjab Procurement Regulatory Authority (PPRA) website (https://ppra.punjab.gov.pk) and the Punjab e‑Procurement System (https://eproc.punjab.gov.pk). Registration on the Punjab e‑Procurement System is required.

- Procurement procedure: Single Stage – Two Envelope in accordance with Clause 38(2)(a) of the Punjab Procurement Rules, 2014.

- Submit proposals online only via the Punjab e‑Procurement System. Manual bids will not be accepted. Bid document must be uploaded on or before 2026‑10‑15 by 02:30 PM. Proposals will be opened on 2026‑10‑15 at 03:00 PM on the Punjab e‑Procurement System (Committee Room, University of Okara).

- Bid security / earnest money must be deposited digitally through the Punjab e‑Procurement online payment system (linked with SBP) in accordance with the referenced Government of Punjab implementation letter. No manual bank guarantee/CDR will be accepted. Bid validity period: 90 days from date of opening.

- The procuring agency reserves the right to reject any or all bids. Bids will be processed exclusively through the Punjab e‑Procurement System (developed by PITB).
