Punjab Building Department — E‑Tender Notice (Building Division No.1, Rawalpindi)

Punjab Building Department (Building Division No.1 / Building Circle No.1, Rawalpindi) invites e-tenders from eligible engineering firms / contractors on PPRA / Punjab e‑Procurement rules for the works listed below. Procurement will be carried out through the Punjab e‑Procurement System (https://epp.punjab.gov.pk). Firms must be registered with PEC and the Punjab e‑Procurement portal, submit original PEC license on demand, and provide the required electronic bid security (5% of bid) via the e‑procurement system. Only bids submitted through the e‑procurement portal will be considered. Manual bids or physical financial instruments (call deposits, pay orders) are not acceptable. Bidders must follow the instructions and procedures published on the Punjab e‑Procurement portal and the Punjab Procurement Regulatory Authority (PPRA).

Key procurement notes:

• Submission and bid security: 5% bid security to be submitted electronically through the Punjab e‑Procurement System. PSID generation via the portal is required before bid submission.
• PEC registration / relevant specifications/code: Contractors must have relevant PEC registration and produce original PEC license where requested.
• Bid opening: Online bids will be opened by the Tender Opening Committee at the office of the Commissioner, Rawalpindi Division, Rawalpindi in the presence of bidders or their authorized representatives who may attend.
