Punjab Tender: Transportation of Empty PP Bales for Imported Wheat (Scheme Year 2026-27)

Issuer: Directorate General Food / Cane Commissioner, Government of the Punjab (Amjad Hafeez, Director General Food/Cane Commissioner). The Directorate invites technical and financial bids from eligible and experienced carriage contractors for transportation of Bardana/PP bales/empty bags for imported wheat under the scheme year 2026-27. Transport work will be from departmental PR Centres/Districts to recipient ports (Qasim, Kemari or Gwadar). Rates must be quoted separately from each centre to each port per one PP bale in FPKR inclusive of applicable taxes. Shifting/transportation period: 90 days.

Key deadlines and conditions:

- Last date/time to submit bids: 2026-10-09 up to 11:00 AM (electronic submission).

- Technical bids will be opened at 11:45 AM on 2026-10-09 in the presence of the committee and bidders or their authorized representatives.

- Bid Security/Earnest Money: each bidder shall furnish Bid Security/Earnest Money equivalent to 3% of the offered amount as prescribed in bidding documents.

- Performance guarantee: in case of acceptance, the contractor shall deposit the required security/performance guarantee within the prescribed period. A 7% security/guarantee requirement and other applicable conditions to be fulfilled at the time of agreement.

- Bids must be submitted through e-PADS in accordance with Punjab Public Procurement Rules, 2014 (as amended). No manual, physical or hard-copy bids will be accepted. Bids submitted after the prescribed closing time will be rejected as non-responsive.

- Technical evaluation followed by financial opening; only financially responsive/qualified bidders will be considered. Bids remain valid for 180 days from the opening of Technical Bids.

- The procuring agency reserves the right to increase or decrease quantity of bales to be transported according to operational requirements.
