Tender: Rehabilitation & Widening of Arifwala–Multani Chowk Road, Bahawalnagar (5.40 km) – Bids by 2026-10-14

Issuer: Punjab Highways Department — Executive Engineer, Highway Division Bahawalnagar (Superintending Engineer, Highway Circle Bahawalpur).

Purpose: Invitation of tenders from eligible engineering firms/contractors for rehabilitation, reconstruction and widening of the road from Arifwala Road to Bypass Multani Chowk via Basti Hafizabad, Basti Jatowala and link Chishtian Chungi road along with Khalid Maqbool Park road in Tehsil & District Bahawalnagar (Total length 5.40 km).

Eligibility & Registration: Firms/contractors registered with Pakistan Engineering Council (PEC) and holding a valid renewed PEC license for the Financial Year 2026-27 may participate. Contractors/firms must be registered on the Punjab e-Procurement / PPRA e-Tendering system (https://epp.punjab.gov.pk or https://eproc.punjab.gov.pk) and submit bids online per PPRA e-tendering rules.

Bid Security & Performance Guarantee: Bid Security equal to 5% of the estimated cost must be submitted only through digital online payment on the Punjab e-Procurement System (link with BOP) in favour of Executive Engineer Highways Division Bahawalnagar. Physical bid securities (CDR, Pay Order, Demand Draft etc.) will not be accepted for bid security. The lowest evaluated bidder shall submit a Performance Security/Guarantee of 10% of the contract amount within 15 days of receipt of the letter of offer in favour of Executive Engineer Highways Division Bahawalnagar in the form of CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee (valid for 3 months beyond completion/extended completion time).

Important Conditions: Rates must be quoted against each item as per financial proposal; percentage rates above or below the estimated/DNIT cost will not be considered. Submissions with fake or incomplete documents (e.g., false CDR/PEC license) will lead to disqualification. Claims of successful bidders will be processed electronically via the Digital Measurement Book.

Submission & Opening: All bids must be uploaded on the Punjab e-Procurement website. Uploaded bids will be downloaded and opened at the Office of the Commissioner Bahawalpur on 2026-10-14 at 13:00 Hours (01:00 PM) in the presence of the Tender Opening Committee. All responsive bids will be announced at that time.
