Punjab Highways Dept Tender: Rehabilitation & Widening of Arifwala–Bypass Mullahni Chowk Road, Bahawalnagar

Issuer: Punjab Highways Department – Executive Engineer, Highway Division Bahawalnagar (Superintending Engineer, Highway Circle Bahawalpur).

Purpose: Invitation to bid (PPRA e-Tendering) for rehabilitation/re-construction and widening of road from Arifwala Road to Bypass Mullahni Chowk via Basti Hafizabad, Basti Jatawalia and link Chishtian Chungi Road, including Khalid Maqbool Park Road in Tehsil & District Bahawalnagar. Total length: 5.40 km.

Key eligibility & submission requirements:

• Contractors/firms must be registered with the Pakistan Engineering Council (relevant category/codes) and hold a valid renewed PEC license for Financial Year 2026-27.
• Registration on the Punjab e-procurement portal is required; all tendering is through the PPRA e-Tendering System (online submission only).
• Bid Security: 5% of estimated cost to be submitted online through the Punjab e-procurement/Digital Guarantee mechanism — physical bid securities (CDR, Pay Order, Demand Draft, etc.) will NOT be accepted.
• Performance Guarantee: Successful bidder must submit 10% Performance Security within 15 days of letter of acceptance in the form of CDR, Bank Draft, Cashier’s Cheque, Pay Order or Bank Guarantee (valid at least 3 months beyond completion/extended completion period). Submission of 10% Performance Guarantee is mandatory for all successful bidders.
• Rates quoted as a percentage above or below the Estimated/DNIT cost will not be considered — such bids will be declared non-responsive.
• All claims and documentation of successful bidders will be submitted electronically and processed through the Digital Measurement Book as required.

How to obtain documents & bid: Tender documents and submission are through the Punjab e-procurement portal (e-procurement link provided in the tender notice). Bidders must upload bids on the portal per the tender timeline.

Bid opening: Uploaded bids will be downloaded and opened in the presence of the Tender Opening Committee at the office noted in the tender notice on the opening date.
