PADRA Invitation to Bids for Outsourced Support, Office and Security Staff in Lahore

Punjab Alternative Dispute Resolution Authority (PADRA) invites eligible bidders — including firms and companies registered with relevant statutory authorities — to submit electronic bids for provision of outsourced staff and security services under single stage two envelope procedure adopting the Least Cost Method.

Key details and instructions:

- Eligibility: Firms/companies actively registered with relevant statutory authorities (SECP/Joint Stock Companies, Government of the Punjab/Home Department for security companies) and compliant with FBR, PRA, EOBI and PESSI.

- E-bid submission: Bidders must register at https://vendors.epads.gov.pk/register and upload complete e-bids strictly through the Punjab e‑Procurement (EP) System (https://ep.punjab.gov.pk) by the closing deadline. The PPRA tender view is available at https://ep.punjab.gov.pk/ViewTender.aspx and procurement rules referenced under PPR-14 apply.

- Deadline: Submit e-bids on or before 2026-10-20 at 11:00 AM. Technical proposals will be opened publicly on the EP System the same day at 11:30 AM in the presence of bidders or their authorized representatives. Financial proposals of technically responsive bids will be opened at a subsequent date announced via the EP portal.

- Bid security: An original bid security instrument equal to 5% of the estimated cost must be processed through the EP System (online transfer/PSID/Bank Guarantee/CDR from a Scheduled Bank of Pakistan). While physical bid proposals are prohibited, the original physical bid security document must be physically submitted to the Procurement Office prior to the closing deadline.

- Financial rates must incorporate all statutory obligations including Punjab Minimum Wages Act (2019), 5% EOBI employer contribution, 6% PESSI employer contribution, and applicable Punjab Sales Tax on Services.

- PADRA reserves the right to accept or reject any or all bids under Rule 35/27 of PPR-14. The contract will be awarded to the successfully evaluated bidder.
