Eligibility: Reputed contracting firms registered with Pakistan Engineering Council (PEC) in the relevant categories and registered on ATL where applicable. Applicants must provide valid NTN, Sales Tax registration, firm on ATL, and an affidavit on non‑judicial stamp paper confirming the firm is not blacklisted by any government/autonomous body.
Additional mandatory conditions: The firm must meet evaluation criteria in the bidding documents; only one copy of the technical proposal (hard form) corresponding to the EPADS upload shall be submitted; envelopes of price bids of unqualified bidders will be returned unopened; the competent authority reserves the right to accept or reject any or all bids under Rule‑33 of PPRA Rules 2004; bidders are advised to visit the site.
