Tender: Revamping & Refurbishment of Facilities at Pakistan Sports Complex, Islamabad

Pakistan Sports Board, Islamabad invites bids through EPADS from PEC-registered contracting firms for the revamping and refurbishment of different facilities at Pakistan Sports Complex, Islamabad (Civil, plumbing & fire-fighting works at Liaquat Gymnasium, Hamidi Hall, PSB Islamabad and Peshawar Centre).

Key instructions and conditions:

• Procedure: Single Stage–Two Envelope. Submit a clearly marked Technical Bid and a separately marked Price Bid.
• Pricing: Bidders must quote percentage above or below schedule items and rates for non-schedule items.
• Submission: Bidding documents may be downloaded and uploaded via http://eprocure.gov.pk. Applications must be submitted through EPADS; manual submissions will not be accepted. The tender notice is also available at www.sports.gov.pk and the PPRA website.
• Pre-bid meeting: 2026-10-08 at 10:30 hours.
• Mandatory documents include valid NTN, Sales Tax registration and ATL proof, affidavit on non-judicial stamp that the firm is not blacklisted, and bid security in the form of bank draft/pay order/CDR in favour of Pakistan Sports Board, Islamabad. A scanned copy of bid security must be uploaded; the original must be delivered before bid closing.
• Only one hard copy of the technical proposal (as uploaded on EPADS) must be submitted. If discrepancies arise, the EPADS-uploaded documents shall prevail.
• Price bids of non-qualified bidders will be returned unopened. The competent authority reserves the right to accept or reject any/all bids under Rule-33 of PPRA Rules 2004.
• Bidders are advised to visit the site to understand field conditions.
