Shortlisting requirements:
| Criteria | Requirement |
|---|---|
| General experience | Legally registered firm with at least five (5) years of professional consulting experience, including institutional reform, governance, public sector modernization or environmental governance. |
| Specific experience | At least two (2) completed contracts of similar scale and complexity; experience in hydromet / climate services sector will be given weight. |
| Technical capability | Demonstrated experience in legal drafting, organizational restructuring, policy development and institutional strengthening. |
| Logistical capability | Adequate logistical and managerial capacity to undertake the assignment. |
Submission must include: a letter of Expression of Interest signed by an authorized representative; documents supporting the shortlisting criteria, and a statement of association (joint venture or sub-consultancy) if applicable, along with the list of requisite experts as per the Terms of Reference. The World Bank Procurement Regulations for IPF Borrowers apply.
