Pakistan Navy MES Tender: Pre-qualification for Civil Works in Mauripur, Gwadar & Islamabad (Ref No 4000/CL)

HQ Directorate of Works & Chief Engineer (DW&CE), Pakistan Navy invites applications with credentials for pre-qualification of firms/contractors and issue of tenders against the works listed below. Pre-qualified firms will be issued tender documents; bids require 2% bid security in favour of DW&CE (Navy), Islamabad.

Eligibility and submission requirements: Firms/contractors enlisted with MES in category 'A' or 'B', or other government departments with relevant experience, may apply. Applicants must submit a company profile including: description of similar works completed in the last five years with sponsoring agency name, project costs and performance report; list of enrolled manpower including engineers with valid PEC numbers; details of plants, tools and machinery; bank statements for the last two years; and NTN, FBR, PEC and MES registration certificates. Firms must have Pakistan Engineering Council registration valid or renewed by 2027-06-30 to be considered.

Pre-qualification process and deadlines: Applications will be scrutinized and prequalified firms will be issued tender documents. Prequalified firms must deposit a bid security equal to 2% of the quoted bid cost with the tender documents as per Clause 25 of the PPRA Procurement Code (4th Edition). Tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 11:30 hours on 2026-10-20 and will be opened the same day at 12:00 hours. The Accepting Officer reserves the right to accept or reject applications in accordance with PPRA rules.
