NEPRA Hearing: Application to Adjust Tariff Component for 52.8 MW Sapphire Wind Power Company

National Electric Power Regulatory Authority (NEPRA) has admitted an application by Sapphire Wind Power Company Limited for adjustment of the tariff component in respect of its 52.8 MW wind power plant. Stakeholders and interested persons are invited to attend a hearing at which NEPRA will consider the petition and related tariff adjustments including O&M indexing, depreciation treatment, exchange rate pass-through, return on equity (ROE) revision, and insurance component.

Key points disclosed in the petition include:

• O&M component proposed fixed at Rs. 5.0337/kWh as reference, to be indexed from the April–June 2025 quarter under the revised mechanism.
• Depreciation: allowance up to 70% of actual annual depreciation.
• Exchange rate pass-through: if PKR appreciates against USD in a year/quarter, 100% of such appreciation to be passed to the consumer; PKR/USD depreciation protection limited per the revised mechanism.
• Return on Equity (ROE) proposed to be revised to 15.725% effective from the applicable effective date.
• Insurance component to be revised to actual or 0.4% of allowed EPC cost, whichever is lower.
