NEPRA Hearing: Adjustment of Tariff Component for 52.8 MW Sapphire Wind Power Company Ltd.

Issuer: National Electric Power Regulatory Authority (NEPRA). Purpose: Notice of admission/hearing on the application by Sapphire Wind Power Company Limited for adjustment of a tariff component in respect of a 52.8 MW wind power plant.

Salient features of the tariff petition include:

• O&M component proposed to be fixed at Rs. 5.0377/kWh as reference and indexed from April–June 2015 quarter per the revised mechanism.
• PKR/USD depreciation allowance proposed to be limited to 70% of actual annual depreciation; any PKR appreciation against USD in a year to be passed fully to the consumer.
• Return on Equity (ROE) proposed revision to 15.725% determined by NEPRA and to be locked at the PKR/USD exchange rate prevailing on the effective date (noted as October 10, 2025); thereafter no future exchange rate indexation for ROE is proposed.
• Insurance component proposed to be revised so that after the effective date it will be paid as per actual or 0.4% of allowed EPC cost, whichever is lower.
