E-Tender: Construction of Roads, Drains & Culverts in Villages of Gujrat District (LG&CD Civil Division)

Local Government & Community Development (LG&CD), Civil Division Gujrat invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the following development work for Financial Year 2026-27. Contractors/firms must be enlisted/renewed with the Pakistan Engineering Council (PEC) and meet eligibility and bidding requirements in accordance with the Punjab Procurement Rules, 2014.

Bids must be submitted electronically via the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) on or before 2026-10-22 at 10:00 AM. Bids will be opened electronically on the same day at 11:30 AM in the office of the Assistant Engineer, LG&CD Civil Sub Division Gujrat, in the presence of the tender opening committee and bidders or their authorized representatives.

Key terms:

- Bid security: 5% of the estimated cost to be submitted only through a Digital Bank Guarantee (e-Bank Guarantee) or 1Link payment method via the Punjab e-Procurement System. Bidders must generate PSID from the e-Procurement Portal and arrange for the issuing bank to transmit the Digital Bank Guarantee through SWIFT MT760 / 1link payment method in favour of the Executive Engineer LG&CD Civil Division Gujrat. Physical bid securities (CDR, Pay Order, Demand Draft, etc.) will not be accepted.

- Performance Security: Successful bidder will furnish Performance Security equal to 10% of the Contract Price through SWIFT MT760 / 1link payment method in accordance with Rule 56 of the Punjab Procurement Rules, 2014.

- Bids must be quoted as unit rates and total amounts as required; incomplete or conditional bids, bids by email/courier/post, or manual bids will not be accepted. Bids shall remain valid for 60 days from the date of opening. In case of a public holiday, the tender will open on the next working day.

- Any bidder bidding a rate more than 30% below shall submit his item rate analysis to the office before the work order; failure to submit the analysis may result in cancellation of the tender and forfeiture of earnest money.
