Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonment Dept). The Cantonment Executive Officer invites electronic bids (Single‑Stage Two‑Envelope) through E‑PADS V2.0 for multiple civil works and public improvement projects in Rawalpindi Cantt. Bidders must be registered with the Pakistan Engineering Council, registered with the Federal Board of Revenue, and registered as vendors on E‑PADS V2.0 where required.

Key instructions:
- Availability of documents: Bidding documents are available exclusively on the PPRA and E‑PADS V2.0 portals. Hard copies will not be issued. Prospective bidders shall quote their rates as a percentage above or below the MES Schedule of Rates, 2025.
- Submission: E‑bids must be submitted electronically through E‑PADS V2.0 on or before 13 October 2026 at 1:00 PM. Bids will be opened the same day at 1:30 PM.
- Eligibility & conditions: Contractors must be registered with the Pakistan Engineering Council and the Federal Board of Revenue and appear on the Active Taxpayers List. Firms/contractors blacklisted by any Government/Semi‑Government organization are not eligible. A Grievance Redressal Committee has been constituted under Rule 48 of PPRA Rules, 2004.
- Earnest money: Bidders shall submit 2% of the estimated cost in the shape of Call Deposit Receipt (CDR) issued by any scheduled bank in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. A scanned copy of the CDR shall be uploaded with the e‑bid and the original CDR must be submitted prior to opening of technical bids.
- Procurement method: Open Competitive Bidding under Single Stage–Two Envelope Procedure in accordance with Rule 36(b) of the Public Procurement Rules, 2004. Technical proposals will be evaluated first; financial proposals of technically responsive bidders will be opened subsequently.
