EOI: Outsourcing 15 Civil Dispensaries in Peshawar — Khyber Pakhtunkhwa Health Foundation

Issuer: Khyber Pakhtunkhwa Health Foundation (House No. 19, Park Road, University Town, Peshawar). The Foundation invites Expressions of Interest (EOI) for outsourcing 15 Government civil dispensaries across Peshawar to strengthen primary healthcare and immunization services through Public‑Private Partnership (PPP).

Project scope: Outsourcing of 15 civil dispensaries divided into packages covering multiple union councils/locations within Peshawar. Successful private partners will be expected to provide continuity and quality of primary healthcare and routine immunization services under a PPP arrangement in accordance with the Foundation's Terms of Reference.

How to apply: Eligible bidders should submit EOIs as per the Terms of Reference. EOI and bidding documents are available from the Khyber Pakhtunkhwa Health Foundation website (www.kphf.gov.pk) and from the Foundation's office. Submission must follow the Single Stage, Two Envelope procedure and comply with Khyber Pakhtunkhwa Public Procurement Rules and the KP‑PPRA/KP Procurement Act.

• Pre-bid meeting: 2026-10-02 at 14:30 (2:30 PM).
• EOI submission deadline: 2026-10-15 at or before 11:00 AM (PST).
• EOI opening: 2026-10-15 at 11:30 AM (PST).

Financial & compliance requirements: Bidders must provide bid security as specified in the bidding documents and meet the eligibility, registration and qualification requirements set out in the EOI documents. Procurement will be conducted under the applicable KP‑PPRA and KPPRA rules.
