EOI: Outsourcing 15 Civil Dispensaries for Primary Health Care & Immunization — Khyber Pakhtunkhwa Health Foundation

Issuer: Khyber Pakhtunkhwa Health Foundation (House No. 19, Park Road, University Town, Peshawar). Reference: HP-036/2026-27.

Purpose: Expressions of Interest (EOIs) are invited from eligible bidders for the outsourcing of 15 civil dispensaries in Peshawar to strengthen continuity of primary health care (PHC) and immunization services through a Public-Private Partnership (PPP) model. Services include routine immunization integrated as a core preventive intervention and the management/operation of the listed dispensaries to ensure quality, continuity and sustainability of PHC and immunization services.

Structure: The 15 dispensaries are offered in 3 procurement packages. Bidders may submit for individual packages; each package will be treated as a separate project and bidders are required to indicate the package(s) they wish to bid for.

How to apply / key dates:

- Pre-bid meeting: 2026-10-02 at 14:30 hrs at Khyber Pakhtunkhwa Health Foundation office.
- Submission deadline (EOI / technical & financial envelopes): 2026-10-15 at 11:00 hrs (PST).
- Technical proposals opening: 2026-10-15 at 11:30 hrs (PST).

Procurement procedure and documents: EOI documents, Terms of Reference (ToRs) and detailed package lists can be downloaded from the Khyber Pakhtunkhwa Health Foundation website (www.kphf.gov.pk) or obtained from the Foundation's office. The procurement will follow the Foundation's PPP/Procurement rules; detailed submission requirements (envelope procedure, required forms, bid security, eligibility criteria) are provided in the published documents.
