Submission instructions

Completed bids must include the bid security as specified. Technical proposals will be opened by the Procurement Committee at the stated time; financial proposals will be opened after evaluation and approval of technical proposals. Bid security will be forfeited if a bidder withdraws after opening. The Procuring Agency may reject any or all bids as per SPPRA rules.
