Tender: 1 MW Solar PV with 1 MWh BESS at Pakistan Sports Complex, Islamabad (15‑Year PPA)

Pakistan Sports Board, Ministry of Inter Provincial Coordination, Islamabad invites bids through the EPADS portal from contracting firms registered with Pakistan Engineering Council (PEC) in the relevant codes and categories (valid to 30‑06‑2027) for design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW solar photovoltaic power system with 1 MWh battery energy storage system (BESS) using shed and carport structures (70:30) at Pakistan Sports Complex, Islamabad under a 15‑year fixed‑tariff Power Purchase Agreement (PPA) model.

Bidding documents can be downloaded and uploaded via the EPADS portal (https://vendors.epads.gov.pk/login). The tender notice is also available on the PSB and PPRA websites. Applications and complete proposals (technical and financial) must be submitted through EPADS; manual submissions will not be entertained.

Key requirements and conditions include:

• Firms must meet evaluation criteria in the bidding documents and provide proof of National Tax Number (NTN) and firm registration on ATL.
• Affidavit on judicial stamp paper, notarized, confirming the firm is not blacklisted by any government/autonomous body.
• Bid security/earnest money must be submitted as bank draft/pay order/CDR in favour of Director General, Pakistan Sports Board, Islamabad.
• One copy of the technical proposal (hard form) as uploaded on EPADS must be submitted; in case of discrepancy, the downloaded proposal will prevail.
• Scanned copy of bid security must be uploaded with the technical proposal and the original submitted to the undersigned before closing date.
• The competent authority reserves the right to accept or reject any or all bids under Rule‑33 of the PPRA Rules, 2004. Bidders are advised to visit the site to understand field conditions.
