Pakistan Railways, Headquarters Office Lahore (Directorate of Education) invites electronic proposals from reputable national firms/companies/JVs with relevant experience in the education sector to outsource seven closed Pakistan Railways schools under a Public‑Private Partnership (PPP) model on RUOT basis. The concession period is 30 years, including a 2‑year mobilization period.
E-bids must be submitted via EPADS v2.0 (https://vendors.epads.gov.pk/) using Disposal Activity ID No. D11097. Manual bids will not be accepted. The procedure is Single Stage Two Envelope; bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and appear on the Active Taxpayer List. PEC registration may be required if disposal includes civil, electrical, or mechanical works.
