Office of the Executive Engineer, Civil Engineering Division (W&P), Hunza-Nagar, Government of Gilgit‑Baltistan invites sealed bids from approved contractors/firms for the development project titled “Development of Hydro Power & Renewable Energy‑III” for execution of the following work under Single Stage Two Envelope (SSTE) bidding procedure.

Key instructions and eligibility:
1. Bidders must be registered with Pakistan Engineering Council under the appropriate category and code for C.F.Y. 2026‑27.
2. Bidders must be enlisted and duly renewed with the Water & Power Department, Gilgit‑Baltistan for C.F.Y. 2026‑27.
3. A valid Bank Credit Line Certificate for a minimum of PKR 30.00 million, issued by a scheduled bank, must be provided as evidence of financial capability.
4. Bidders shall provide bank statements demonstrating minimum transactions of PKR 30.00 million during the preceding six (06) months.
5. A notarized certificate confirming no blacklisting, no default and no pending litigation must be attached.
6. Bid security of PKR 850,000 (as specified) must be submitted in the form prescribed in the bidding documents along with the technical proposal.
7. Technical and Financial proposals must be submitted in separate sealed envelopes clearly marked "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL"; both envelopes shall be placed in a single package indicating the name of the work and bidding procedure.
8. Qualification criteria, technical specifications and other conditions are detailed in the bidding documents.
9. Bidding documents are available for purchase from the office of the Executive Engineer W&P Civil Engineering Division, Hunza‑Nagar during office hours against cash payment (non‑refundable) as stated above.
10. Complete bids must be submitted to the office of the Superintendent Engineer W&P Circle Gilgit on or before the bid opening date; bids will be opened in the presence of bidders or their authorized representatives who choose to attend. Late bids will not be entertained.
11. The employer reserves the right to reject any or all bids; reasons for rejection will be communicated accordingly.
