Advertisement details

The Livestock & Dairy Development Department, Government of Balochistan, facilitated by the Balochistan Public Private Partnership Authority (BPPPA), invites bids through National Competitive Bidding for the Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Hub Slaughterhouse, Meat Processing & Integrated Livestock Value Chain Project at Hub, Balochistan.

The public-private partnership project comprises an export-grade small-ruminant slaughterhouse for sheep and goats, meat processing, packaging and cold-storage facilities, including rectification and completion of partially completed civil works at the site. It also includes an integrated livestock farm of approximately 50 acres within approximately 60 acres of government land at Hub. The concession period is 30 years, comprising a five-year development period and a 25-year operations period.

The facility must commence operations at not less than 300 head per day and potentially reach a full design capacity of 800 head per day. The Government of Balochistan will provide the land under licence and viability gap funding support for the commercial loan, subject to the terms of the Request for Proposal (RFP).

Basic eligibility criteria: Bidders must meet the requirements in the RFP. The bidder, and each member in the case of a consortium, must be a legal entity duly registered under applicable laws, hold a valid National Tax Number issued by FBR, and have sales tax registration where applicable. The bidder, a consortium member or its nominated contractor must hold valid Pakistan Engineering Council registration in a category commensurate with the construction works.

The bidder and each consortium member must have a clean record, with no conflict of interest, no blacklisting, no pending litigation exceeding 50% of net assets, and no failure to sign a contract during the last five years. Financial requirements include minimum net assets of PKR 1.2 billion and average annual turnover of PKR 1 billion over the last three years. Bidders must also satisfy the technical evaluation criteria in the RFP.

Bidding procedure: Procurement will follow the Single-Stage-Two-Envelope procedure under the Balochistan Public Private Partnership Rules, 2026, and the Balochistan Public Private Partnership Act, 2025. The technically qualified bidder offering the highest profit share percentage, subject to a minimum of 10% of distributable cash flow, will be the preferred bidder.

Each bidder must submit one bid comprising one original Technical Bid and one original Financial Bid, three hard copies of each, and soft copies of each on USB, together with the supporting documents identified in the RFP. Technical and Financial Bids must use the standard forms prescribed in the RFP. Bids that do not use the prescribed forms may not be considered for evaluation.

Submission deadline: December 1, 2026, at 11:00 AM PST. Technical Bids will be opened on the same day at 11:30 AM PST at the BPPPA office address below, in the presence of bidders' representatives who choose to attend.

Bid security: PKR 25 million must be enclosed with the Technical Bid in the form of a bank guarantee, pay order or demand draft issued by a scheduled commercial bank operating in Pakistan with a minimum rating of AA- by JCR-VIS or PACRA. The security must be in favour of the Livestock & Dairy Development Department, Government of Balochistan, and remain valid for 28 days beyond the bid validity period of 120 days.
