QATPL Prequalification for High-Speed Diesel Supply to 1180 MW Bhikki Power Plant

Quaid-e-Azam Thermal Power (Private) Limited (QATPL) invites eligible and capable Oil Marketing Companies (OMCs) to apply for prequalification for the supply of high-speed diesel (HSD) to its 1180 MW combined-cycle power plant at Bhikki, Sheikhupura, Punjab, Pakistan, under reference IFP-38-RLNG-POWER PLANT (HSD).

QATPL is wholly owned by the Government of Punjab and owns and operates the 1180 MW gross combined-cycle power plant. Re-gasified liquefied natural gas (RLNG) is the primary fuel, while HSD serves as backup fuel. The contemplated supply contract is for an initial term of three years, subject to annual performance review, with supplies required on an as-demand basis.

The Prequalification Document (PQD), containing qualification criteria, documentary requirements and submission instructions, is available free of cost at https://ep.punjab.gov.pk, https://ppra.punjab.gov.pk and https://qathermal.com/tenders/.

Mandatory electronic submission: Applications must be submitted exclusively through the Punjab e-Procurement System (eP) at https://ep.punjab.gov.pk. Manual physical submissions, email submissions and submissions through legacy ePADS will not be accepted. Applicants must register on eP and submit their applications before the deadline. The eP helpline is 1248.

Applicants are advised to submit well before closing. The eP system timestamp will govern electronic submission. QATPL will not be responsible for applicants' registration, connectivity or upload issues. The minimum response time will be maintained under Rule 14 of the Punjab Procurement Rules, 2014, as amended, and calculated from publication on the Punjab Procurement Regulatory Authority website at https://ppra.punjab.gov.pk.
